※これは高校生が祭り制作に関わり感じた思いです。
石川県能登町小木の春の祭礼である「とも旗祭り」石川県無形民俗文化財に指定されており、日本でも珍しい海の祭りですが、とある問題を抱えています。
それは、漁業経験者から漁業経験者でない若い世代への技術の継承です。
とも旗祭りは海の祭りということもあり準備などが難しい祭りです。この祭りでは舟を二艘繋げる必要があるのですが、この際舟と舟をロープで縛る必要があります。このような技術は漁師などの水産業に関わっている人はできると思いますが、経験者ではない人は難しいと感じると思います。私が実際に縛る作業をした際は水産コースでロープワークを学んでいたということもあり何とか作業をすることができましたが、もし水産コースでなかったら作業を行うのは難しいと感じました。
しかし、現時点では漁師経験者も多く準備を行うことは可能です。ですが、大人でも縛り方がわかっていない事や、難しい場面では漁師経験者の中でも一部の人が行っているのが現状です。このような現状から、私はこのままでは「とも旗祭り」が行えなくなるのではないかと感じました。
他にも、「とも旗祭り」では伝統の継承という観点から中学生は祭り制作に参加が促されています。ですが、高校生には特に促されないため祭り制作に参加しても同年代の人間がいない場合どうすればいいかわからないという意見を同級生からも聞きます。そのため高校生にも参加を促せば、祭り制作から始まり地域の大人とのコミュニケーションを図ることができ、さらなる郷土愛につながるのではないかと私は思います。
本来、「とも旗祭り」は中学生が主体の祭りで、旗、丸旗(吹き流し)、たんじゃく(一番上のそろばんの目のようなもの)をはじめとする大部分を中学生が番屋（年長者の家）で夜な夜な制作していました。ですが、非行に走ったり時代の流れもあり、この番屋製作が行われなくなりました。一人の高校生として「楽しそう」という思い。それ以外にも番屋制作から上下関係やチームワーク、同級生と地元の祭りを成功させようと本気で取り組むことから育まれる郷土愛など様々なメリットがあったと思います。
ここで、私が大人から聞いた番屋伝説を紹介します。

これは丸旗というのですが、丸旗作成の際現在は紙を５ｍｍ間隔で貼り合わせて２０ｍの大きな吹き流しを作るのですが、かつては、１ｍｍ間隔だったそうです。もしも、１ｍｍ間隔を破ったら先輩からのきつい罰があったそうです。更には貼り合わせる際、少しも曲がることが許されなかったそうです。
他にも、この祭り作りに参加しない人間は仲間はずれにされたり。他町内の舟に穴をあけるなどのいたずらが多発したため、舟に見張りをつけていたそうです。私の友達の父親は夜中に海を泳いで人の舟に穴をあけに行ったそうです。
今紹介した伝説は、すべてが他の町内への対抗心からだそうです。そもそも、とも旗がここまで巨大化したのも他町内より大きくを目指した結果と言えます。
これまでいろいろ紹介してきましたが、どれをとっても祭りを通して学べることは大きいと思われます。このように祭りを通し、子どもたちの郷土愛を育み、若い世代が積極的に参加することで、より町が活性化し賑わうと思います。そのためにより確実な技術継承のシステム作りが今の小木には必要だと１人の高校生は考えます。
